Samantha Black, LCSW | Executive Vice President, TRU Community Care
Samantha Black has been a dedicated member of TRU Community Care since 2007, serving in roles that span social work, clinical management, and executive leadership. As Executive Vice President for TRU, and Colorado market leader within the St. Paul’s Senior Services network, Samantha oversees all aspects of TRU’s operations, programs, and strategic direction. With more than 25 years of experience as a medical social worker and over 15 years in hospice, palliative care, and PACE leadership, Samantha is recognized for her bold, future-focused leadership and her deep commitment to transforming care for older adults across the continuum. She is driving TRU’s evolution in a changing healthcare landscape—expanding its reach, deepening its community roots, and building innovative, person-centered solutions for older adults and those living with serious illness or loss. Her leadership reflects both a reverence for TRU’s mission and a commitment to shaping a more equitable, innovative future for care.
Dr. David Wensel │ Chief Medical Officer, TRU Community Care & St. Paul’s Senior Services
Since joining TRU in 2020 as its first Chief Medical Officer, Dr. Wensel has helped expand our Community Palliative Medicine Program, grow the Hospice program to serve more patients, and strengthen the PACE program. He will now be serving as the first Chief Medical Officer for TRU and St. Paul’s Senior Services following the affiliation of the two organizations. Before joining TRU, he spent 10 years as Chief Medical Officer for hospice, palliative care, home health, and PACE at Midland Care in Topeka, Kansas. There, David was instrumental in developing the PACE program. He also helped to start the palliative medicine consultation service at St. Francis Medical Center in Topeka and one of the first outpatient palliative medicine clinics in a community oncology practice at Topeka’s Cotton O’Neal Cancer Center. He is a past chair of the Membership and Communities Committee for the American Academy of Hospice and Palliative Medicine and served as the President of the Hospice Medical Directors Certification Board. He has also served on the Governance Committee for the American Academy of Hospice and Palliative Medicine and as the Chair of the Medical Leadership Committee for the National PACE Association and served on their Board of Directors. He is currently appointed as Clinical Adjunct Faculty for the University of Colorado and teaches in the Hospice & Palliative Medicine Fellowship Program. He was the first author on the 3rd chapter of the new 4th edition of The Hospice Physician and Medical Director Manual for the American Academy of Hospice and Palliative Medicine.
Dr. James (Jim) Woodard │ Chief Clinical and Innovation Officer, TRU Community Care & St. Paul’s Senior Services
Dr. Jim Woodard is an accomplished healthcare executive with 15 years of senior leadership experience in both inpatient and outpatient care settings. He earned a bachelor’s degree in biology from the University of Northern Colorado. Additionally, he attended Regis University, where he completed a Bachelor of Science in Nursing (BSN) and a Master of Business Administration (MBA). He also holds a Doctor of Nursing Practice (DNP) in Executive Leadership from Oklahoma Wesleyan University. Dr. Woodard has extensive experience in various clinical settings, including medical-surgical, behavioral health, geriatrics, forensics, and neurology. Jim’s current clinical focus is on innovation across the full continuum of care. He has shared evidence-based insights at numerous national healthcare conferences, promoting modern healthcare practices.
